Allotments UK Forum and FAQ - For anybody looking for water butts: "It is because some are not run by the council the council instead pays a business to run the tip therefore it is in the business interest to sell as much as they can.

The council pay them to deal with the rubbish and if they can get rid of some of its by selling it it is a bonus. My local council tip also run car boots selling stuff.
